What this bill does

Expands the types of entities subject to the Clean Energy Transformation Act (CETA) to include port districts that distribute electricity, consumer-owned utilities with a single customer, and nonresidential electricity consumers that purchase electricity from an entity that is not a utility subject to CETA or that generate any of their own electricity, with certain exceptions. Directs the Utilities and Transformation Commission to oversee CETA compliance for such nonresidential electricity consumers, known as affected market customers, and directs the Department of Commerce to establish CETA reporting requirements for port districts.
