What this bill does
Provides for extended time durations of contracts for wholesale power purchases that include electric generating facilities for which the source of the power is not known at the time of the contract to be excluded from the definition of a "coal-fired resource". Excludes from the definition of "coal-fired resource" any electricity purchased from the Bonneville Power Administration (BPA) under a long-term power purchase agreement except for any portion of the electricity that the BPA knew at the time of the transaction was from a coal-fired generation unit. Provides that the requirement that each electric utility eliminate coal-fired resources from its allocation of electricity does not prohibit an electric utility from purchasing or exchanging power from the BPA.
