E2SSB 6070 — Supporting the recovery of missing persons.

What this bill does

Expands the circumstances where a law enforcement officer may be authorized by court order to install and use a pen register, trap and trace device, or cell site simulator device, including by authorizing the installation and use of such devices when necessary to fulfill community caretaking functions, subject to certain conditions. Requires a law enforcement agency to permanently delete any information or metadata collected from the unauthorized use of a cell site simulator device, and prohibits the transmission, use, or retention of such information or metadata for any purpose, under certain circumstances. Requires the Washington State Patrol (WSP) to establish Ebony Alert and Purple Alert designations as a part of the state's Endangered Missing Person Advisory plan. Shifts responsibility for establishing and maintaining the statewide missing persons website from the Washington Association of Sheriffs and Police Chiefs to the WSP. Exempts specified information related to missing endangered person investigations from the Public Records Act.
