What this bill does
Directs the Washington State Department of Agriculture to establish an incentive program to promote the in-state production and use of green fertilizer. Defines "green fertilizer" as nitrogen-based fertilizer that is produced using processes that achieve at least an 80 percent reduction in life-cycle greenhouse gas emissions compared to conventional natural gas-based production.
