ESSB 5014 — Concerning election security.

What this bill does

Expands the types of election systems that must be preapproved by the Secretary of State (Secretary) prior to its use in an election to also include mechanical, electromechanical, or electronic equipment or platforms used to issue ballots, facilitate voters' response to a required notice, provide electronic means for submission of a ballot declaration signature, and issue, authenticate, or validate voter identification. Establishes security breach disclosure requirements for organizations contracted to provide support to, or manufacturers or distributors of, the voter registration database system or official voter list used by the Secretary. Mandates cybersecurity measures to be implemented by each county auditor, including partitioning election and voting information technology infrastructure from other county assets, by July 1, 2027, unless an extension is granted after consultation with the county auditor.
