ESHB 1469 — Concerning access to reproductive health care services and gender-affirming treatment in Washington state.

What this bill does

Defines protected health care services in Washington to include reproductive health care services and gender-affirming treatment. Restricts the ability for a court to issue, and law enforcement to enforce, subpoenas, warrants, criminal process, extradition, and other court orders for civil or criminal liability that is based on the provision or receipt of protected health care services. Restricts Washington businesses from complying with records requests or subpoenas for information related to the provision or receipt of protected health care services. Creates a cause of action for interference with protected health care services when certain civil or criminal actions are filed against an aggrieved party or a subpoena is issued to a person in Washington. Allows any protected health care services provider or employee to apply to the Secretary of State's Address Confidentiality Program. Authorizes the Attorney General to bring an action to enjoin any person from violating the act and to recover costs for such action.
