What this bill does
Requires permitted entities doing construction within 300 feet of hospital, park, and school zones, to maintain continuous and accessible pedestrian passage, with certain exceptions and to submit pedestrian access safety plans to the permitting authorities. Authorizes permitting authorities to inspect work zones, issue stop work orders, and assess civil penalties for noncompliance after a permittee is given 24 hours to correct the issues. Directs the Washington State Department of Transportation to adopt rules and design standards for pedestrian reroutes and detours.
