What this bill does
Replaces the varying rates of tax on tobacco and vapor products with a single rate of 95 percent for all products that contain nicotine, except for cigarettes. Adds a new tax on cigarettes of 9.875 cents per cigarette beginning January 1, 2028. Dedicates the first $10 million collected per fiscal year from the new cigarette tax to the Youth Tobacco and Vapor Products Prevention Account. Repeals the milliliter vapor products tax. Dedicates the first $10 million collected each fiscal year from the tax on vapor products to the Andy Hill Cancer Research Endowment Fund Match Transfer Account. Dedicates any remaining collections, up to a total of $20 million, to the Foundational Public Health Services Account.
