What this bill does

Requires the court to grant a suspended disposition alternative when a juvenile is eligible unless the court makes a finding supported by a preponderance of the evidence that commitment to juvenile rehabilitation is needed because remaining in the community on community supervision would not adequately protect the community and expands eligibility for these suspended disposition alternatives. Allows individuals to appeal certain juvenile dispositions with a term of confinement over 30 days. Requires the court to conduct a review hearing at the mid-point of the minimum range for certain juveniles committed to the Department of Children, Youth, and Families (DCYF) after the juvenile has served at least six months in the custody of the DCYF, and unless the court makes the finding described above, the court shall release the juvenile from the DCYF custody and place the juvenile on up to a year of community supervision. Reduces the standard range disposition for certain juveniles found to have committed Robbery in the first degree, Attempted Robbery in the first degree, and Robbery in the second degree in juvenile court. Designates the placement of certain individuals in Department of Corrections (DOC) institutions (instead of a DCYF institution) and allows the transfer of certain individuals from a DCYF institution to a DOC institution when the rated bed capacity of a DCYF institution exceeds 105 percent.
