What this bill does

Allows a county to authorize a land bank to serve the county's urban growth areas. Provides a land bank with priority access to surplus land and the ability to obtain tax foreclosed lands from the county before auction. Requires the Washington State Housing Finance Commission to develop and administer a competitive grant program for land banks.
