What this bill does

Extends allowances for existing buildings to be used for residential purposes to buildings in residential zones. Prohibits a city from requiring a change of use permit for the conversion of an existing building to residential purposes. Exempts portions of an existing building to be used for residential purposes from State Energy Code requirements if certain conditions are met.
