What this bill does

Requires certain jurisdictions to obtain preclearance that certain proposed changes to their election systems will not diminish the ability of a protected class to participate in the political process or elect their preferred candidates to office, and does not violate the Washington Voting Rights Act, federal Voting Rights Act, or other provisions of state or federal law, before those changes may take effect.
