What this bill does
Requires public schools to implement a comprehensive literacy program that uses evidence-based instructional practices to promote the early literacy and reading and writing literacy of students in kindergarten through grade 4. Directs the Professional Educator Standards Board to adopt revised literacy endorsement standards and to require teacher preparation programs to implement the revised standards. Requires the Office of the Superintendent of Public Instruction to develop a literacy training refresher course for educators and requires teachers with literacy endorsements or assignments to complete the full literacy course or the refresher course.
