What this bill does

Authorizes 23-hour crisis relief centers to serve non-adult clients, and establishes guidelines for centers serving this population. Aligns the definition of "mental health professional" for purposes of provisions governing treatment of minors with the definition applicable to the treatment of adults, and makes other changes to the provisions governing behavioral health treatment of minors.
