What this bill does

Requires that certain criteria be met in order for an amendment to the state building or energy codes to be approved, and provides for how such amendments may be considered by the State Building Code Council (Council). Clarifies requirements for determining quorums and voting thresholds on the Council, procedures for selecting and removing council members, and the applicability of the Open Public Meetings Act and Administrative Procedure Act to Council actions. Establishes requirements related to serving on a technical advisory group appointed by the Council.
