What this bill does

Amends provisions of the Climate Commitment Act (CCA), including by directing the Department of Ecology to amend its CCA compliance period rules to synchronize with jurisdictions with which Washington enters a linkage agreement, by requiring importers of unspecified sources of electricity that has any associated greenhouse gas (GHG) emissions to be a covered entity that participates in the CCA's program, and by changing the purchase limits at auction applicable to covered and opt-in entities, and the holding limits for purchased allowances applicable to general market participants. Amends GHG emission reporting requirements under the Clean Air Act.
