What this bill does

Creates new professional licenses for the practices of permanent cosmetics and enhanced permanent cosmetics administered by the Department of Licensing under the Cosmetologists, Hair Designers, Barbers, Manicurists, and Estheticians Act (Cosmetology Act). Establishes criminal penalties for practicing enhanced or permanent cosmetics on a person under the age of 18.
